Looking inside the charging socket I saw the 4 pins in the configuration you describe and separated one pair so they didn't touch the central pin of the DC plug, and bingo! Normal charging behaviour restored.. until I moved the DC plug slightly, when it went back to the steady white light and no charging until shut down. Looking at another nearly identical HP laptop I saw that it had a plastic column inside the charging socket which held the pins in such a way that two contact the central plug pin, while the other two contact the inner surface of the outer ring of the DC plug. That plastic column was missing from the problem laptop - must have been broken off by careless treatment when the plug was in the socket, and later fell out unnoticed by the user. As you say - bad design to allow that to happen so easily and, it seems, frequently.

Anyway, the solution was to replace the DC socket - the new one came complete with pin-separating central column and all is good again.. until the user does the same thing again in about 6 months' time I estimate :-)
